Listing in the Tiopan blacklist only happens in one of two instances; your server IP address actually sent Spam to the Tiopan spamtrap, or a trusted source submitted your IP Address to be blacklisted for sending spam. Tiopan does not block ranges of IP addresses, nor does it matter if your IP is static or dynamic. Delisting from their database can only be done by emailing them directly; note that their response time can be days, weeks or even months.
